Apply for this role →Program Manager - CTEThe Program Manager of Career and Technical Education (CTE) serves as the district leader responsible for managing the day-to-day implementation and operation of programs that support pathway participation, industry-based certification attainment, work-based learning, career preparation, practicum experiences, and workforce readiness. This position exists to ensure students have access to high-quality Career and Technical Education opportunities that connect academic learning to postsecondary success, high-demand careers, and regional workforce opportunities. The Program Manager manages program implementation, coordinates operational processes, monitors participation and completion, and supports continuous improvement efforts aligned to district priorities, workforce needs, and accountability expectations. The Program Manager supports district programs related to Programs of Study, pathway implementation, industry-based certifications, work-based learning experiences, career preparation courses, practicum placements, workforce readiness initiatives, and career-connected learning opportunities. The Program Manager ensures programs operate effectively, participation remains strong, operational requirements are met, and students have access to meaningful experiences that support future success. The Program Manager advances district goals by increasing pathway participation, strengthening industry-based certification attainment, expanding work-based learning opportunities, improving pathway completion, and preparing students for successful transitions to postsecondary education, military service, and the workforce. The Program Manager may also coordinate special projects, program initiatives, and operational activities assigned by district leadership that support organizational priorities, operational effectiveness, and continuous improvement.
Qualifications:
Valid Texas teaching certificate required. Master's degree preferred. Campus or district leadership experience. Experience supporting Career and Technical Education programs. Experience with CTE pathway implementation, workforce development, or career readiness initiatives. Experience supporting industry-based certification attainment and student pathway success. Experience analyzing program performance and student outcome data. Knowledge of CTE program requirements, Programs of Study, industry-based certifications, workforce readiness expectations, and continuous improvement processes. Leadership Responsibilities:
The Program Manager is expected to: Manage day-to-day program implementation. Coordinate program logistics and operations. Monitor participation and completion. Maintain required records and documentation. Support campuses with implementation needs. Analyze program data and participation trends. Coordinate communication with stakeholders. Identify operational barriers and recommend solutions. Support continuous improvement efforts. Ensure compliance with program requirements. Authority and Decision Rights The Program Manager is accountable for ensuring assigned programs operate effectively and support intended student outcomes. The Program Manager may: Coordinate day-to-day program operations. Establish operational procedures aligned to district expectations. Manage program timelines, logistics, and deliverables. Monitor participation, completion, and implementation indicators. Coordinate communication with campuses, families, partners, and stakeholders. Maintain required documentation, records, and reporting processes. Recommend operational improvements that strengthen program effectiveness. Escalate program barriers, resource needs, and implementation concerns to district leadership. Significant organizational, staffing, budgetary, strategic, or system-level decisions require approval from the appropriate Coordinator, Director, Senior Director, and/or Deputy Chief of Academics.
