OFFICE DESCRIPTIONThe Deputy Director of Information Technology serves as a senior technology leader responsible for supporting the strategic direction, operations, and modernization of NJDOT's information technology infrastructure and services. This role works closely with the Director of IT to ensure reliable, secure, and innovative technology solutions that support the Department's transportation mission and operations.
RESPONSIBILITIES:
Lead and facilitate NJDOT's implementation of the State of New Jersey's new Financial Management System (NJHIVE) and related integrations within NJDOT's fiscal and project management systems to ensure a seamless transition. Work collaboratively with the NJ Department of Treasury, Federal Highway Administration (FHWA), and the NJ State Office of Information Technology to ensure operational readiness and business requirements of the NJDOT are met.
Lead the System Development Lifecycle maintenance: bug fixes, feature implementation, patches, and technology upgrades.
Manage the staff of the NJDOT's Enterprise Management Office whose mission is to provide consistent IT portfolio practices, fiscal oversight, governance structure, and project management disciplines in the execution of NJDOT technology deployment.
Lead the development and maintenance of the IT Strategic Plan and Tactical Plans.
Conduct business analysis and manage software portfolio.
Establish and monitor Key Performance Indicators (KPIs).
CybersecurityProvide executive oversight and oversee the work of the NJDOT's Chief Information Security Officer (CISO). Collaborate with the NJ Office of Information Technology (NJOIT), New Jersey Office of Homeland Preparedness (NJOHSP), and other stakeholders to implement industry best practices, strengthen cybersecurity policies, controls, and ensure risk management practices are enforced.
Application DevelopmentCollaborate with Bureau Manager to build, enhance, and maintain custom applications.
REQUIREMENTS
Education:
Graduation from an accredited college or university with a bachelor's degree in information technology, computer science, or related field; advanced degree and/or certifications preferred.
Experience:
Six (6) years of professional experience in information technology studies and analysis, project leadership, and resource allocation within a multi - platform environment. Three (3) years of the required experience shall have been in a supervisory capacity.
Preferred Skills:
Project Management; Information Security; Application Development; Artificial Intelligence; Data Warehouse/Business Intelligence
Experience with modern ERP platforms (e.g., SAP, Oracle, Workday); certification a plus
Experience with Financial Management, General Ledgers and Cloud Project Management
Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or other Project Management Certification and experience
Familiarity with NIST, ISO, and other cybersecurity frameworks
Knowledge of cloud - based development, application development practices, and project management
Ability to manage complex, multi - disciplinary technology environments
Proven leadership experience across ERP, PMO operations, cybersecurity, and application development
Strong understanding of enterprise architecture, risk management, and software development lifecycle
Exceptional communication and stakeholder management skills
