Position Summary: Under the general supervision and minimal direction of the Division of Employment and Training (DET) Administrator/Deputy Administrator, this position:
  • Directs division-wide budget/fiscal operations, include procurement/contract and grant management-related activities.
  • Participates in division-level strategic planning, policy implementation and operational decision-making.
  • Leads the biennial budget process and allocation of funds.
  • Evaluates and monitors available program resources and expenditures to ensure maintenance of program standards; recommends corrective actions, as necessary.
  • Provides division-wide financial advice and represents division in financial matters to outside entities.
  • Conducts routine and ad hoc studies/analysis and prepares summary reports.

Salary Information: Starting pay is between $94,016 and $96,908 per year ($45.20 to $46.59 hourly), depending on qualifications, plus an exemplary benefits package :Substantial paid time off, including at least 3 1/2 weeks of vacation/personal time, nine paid holidays, and ample sick time that rolls over each year with no cap. The classification title for this position is Budget and Policy Supervisor Division-Advanced (schedule 81, range 03). A 12-month probationary period will be required. This position is not represented in a collective bargaining unit and is considered exempt under the Fair Labor Standards Act. Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.
Job Details
Travel: Minimal travel within the State of Wisconsin is anticipated.
Remote work: Employees with approved remote and hybrid-remote work arrangements are generally expected to work within the state of Wisconsin. High-speed internet access is required to meet the needs of remote work. Remote work options are subject to change. Qualifications:
  • The qualifications listed below will be evaluated in the first step of the selection process and should be clearly described in your resume/letter of qualifications.
  • You need to have the following experience:
  • Developing and monitoring complex operating budgets (e.g. multiple cost drivers and funding sources, direct and indirect costs, and/or fiscal year obligation deadlines, etc.)Analyzing and presenting financial data and reports to inform strategic and work resource planning.
Leading teams, workgroups, projects, etc. (e.g. training, assigning work, enforcing timelines, and/or monitoring for compliance/performance, etc.)Using Excel or similar software to compile and analyze data, identify trends and findings, and produce visual displays (e.g. tables, charts, graphs or similar) that convey the analysis results. Any of the following would be nice to have: Experience managing state or federal program operating budgets (e.g. developing budget allocations and projections, ensuring fiscal integrity through audits and similar practices, implementing budget corrections, etc.)Experience with the contract life cycle, procurement activities, IT projects, and/or grant management activities. Experience supervising employees. Experience with policy research, impact analysis, and implementation (e.g., rules development or revisions, cost/fiscal estimates for legislation, work plan development, etc.)
