Heavy Civil Project Manager JGF Built, LLC Pay: $80,000–$110,000 per year, depending on experience Job Type: Full-time Work Location: In person – Las Cruces, NM Position Summary JGF Built, LLC is seeking an experienced Heavy Civil Project Manager to oversee assigned projects from contract award through completion and closeout. The Project Manager will take primary responsibility for project administration, scheduling, budgeting, cost control, billing preparation, change orders, documentation, and coordination with field personnel, subcontractors, vendors, engineers, inspectors, and owners. The Project Manager will work closely with the Operations Manager, estimating, ownership, and field leadership, independently managing assigned project responsibilities, following through on deadlines, and keeping management informed of project status and items requiring approval. The ideal candidate has hands-on heavy civil construction and underground utility experience, takes initiative, and can manage multiple projects while maintaining accurate documentation and effective communication between the field and office. Role Coordination & Scope Coordinate directly with the Operations Manager on project administration, financial reporting, billing deadlines, and company procedures. Work closely with ownership and field leadership to align project execution with company priorities. Work with estimating to ensure estimates, contract requirements, scopes, quantities, and project budgets are consistent. Take ownership of assigned project responsibilities and follow outstanding items through completion. Provide project-specific information and documentation needed to support accounting and company operations. Company-wide operations, payroll, human resources, insurance administration, and general office management remain under the Operations Manager. Obtain required management approvals before authorizing changes to scope, cost, or contractual commitments.
Key Responsibilities: Project Management & Administration Manage assigned heavy civil construction projects from contract award through completion and closeout. Review contracts, plans, specifications, scopes of work, and project requirements. Establish, maintain, and update project schedules. Coordinate with General Superintendents, Superintendents, Foremen, subcontractors, vendors, engineers, inspectors, and owners. Maintain accurate, organized, and current project documentation. Attend owner, contractor, and project coordination meetings. Track meeting action items and follow through on required responses and deadlines. Provide regular project updates to the Operations Manager and ownership, including budget status, schedule concerns, pending approvals, and action items. Proactively resolve project issues and elevate decisions requiring management approval. Estimating Coordination & Project Handoff Work closely with estimating to cross-reference the estimate, contract, plans, specifications, scope of work, quantities, and project budget for accuracy and alignment. Review bid assumptions, exclusions, subcontractor quotes, and material pricing during project handoff. Identify and resolve discrepancies or scope gaps with estimating, the Operations Manager, and ownership before affected work begins. Coordinate with estimating on change-order pricing. Compare actual project costs and production against the estimate and provide feedback to support future bids. Cost Control & Project Financials Monitor project budgets, costs, commitments, and profitability. Track labor, equipment, materials, subcontractor costs, production, and quantities. Identify potential cost overruns and schedule issues early and recommend corrective action. Prepare and maintain project forecasts and cost-to-complete projections for management review. Review subcontractor and vendor invoices for accuracy against agreed pricing, quantities, and completed work. Work with field personnel to keep production and costs aligned with the project budget. Provide accurate project financial information to the Operations Manager and accounting. Pay Applications & Billing Prepare complete monthly pay applications and supporting documentation for Operations Manager review and approval. Submit approved pay applications by required deadlines. Track and verify installed quantities and supporting field records. Coordinate project billing with the Operations Manager and accounting. Track billing adjustments, approved change orders, and outstanding project payment items. Reconcile final quantities, prepare final billing, and track project payment status in coordination with the Operations Manager and accounting. Change Orders & Contract Administration Identify and document potential change-order work promptly. Prepare, price, track, and manage change orders. Review quantities, labor, equipment, materials, and subcontractor costs supporting change-order requests. Prepare and manage RFIs, submittals, correspondence, and other project documentation. Maintain current logs for RFIs, submittals, change orders, procurement, and outstanding project items. Maintain records of project changes, required notices, and owner approvals. Follow up on pending responses and approvals to minimize impacts to project schedules and billing. Obtain required approvals before committing the company to changes in scope, cost, or contract terms. Field Coordination & Procurement Work closely with the General Superintendent and field team to resolve construction issues. Coordinate subcontractors, vendors, material deliveries, and procurement. Track material lead times and delivery requirements to support the project schedule. Monitor project progress, production, and upcoming work. Communicate project requirements, approved changes, and schedule updates to the appropriate field and office personnel. Project Closeout Manage punch-list tracking and coordinate completion with field personnel and subcontractors. Reconcile final quantities and outstanding project changes. Collect and organize warranties and required closeout documents. Coordinate final billing and support payment follow-up with the Operations Manager and accounting. Ensure project files are complete, accurate, and organized at closeout.
Required Qualifications: Minimum three years of construction project management experience, including heavy civil and underground utility work. Experience managing project schedules, budgets, costs, and production. Experience preparing and managing change orders, RFIs, submittals, pay applications, and project contract administration. Strong understanding of construction plans, specifications, contracts, estimates, and project costs. Ability to cross-reference estimates, contract documents, quantities, and budgets and identify discrepancies. Strong Excel and Microsoft Office skills. Excellent written and verbal communication skills. Strong organizational and time-management skills. Ability to independently manage assigned responsibilities with limited supervision. Ability to manage multiple projects and deadlines. Ability to communicate effectively with estimating, field personnel, office staff, subcontractors, vendors, engineers, inspectors, and owners. Strong problem-solving skills and consistent follow-through. Valid driver’s license.
