At the Louisiana Department of Transportation and Development (DOTD), we plan, build, maintain, and protect the transportation systems that connect communities, support commerce, and keep Louisiana moving. This position plays a key role in the Department's contracting and procurement activities for consulting engineering and related professional services. The role oversees the preparation, processing, and administration of complex contracts and related procurement, advertising, and invoicing documents, ensuring accuracy, efficiency, and compliance with applicable Louisiana laws, Civil Service rules, and DOTD policies, procedures, manuals, and directives.

The position is located in East Baton Rouge, Contract Services Section and reports to the Contract/Grants Reviewer Supervisor.
Minimum Qualifications:
Three years of experience in contracts or grants management, procurement, financial management, or accounting; OR six years of full-time work experience in any field; OR a bachelor's degree. Experience substitution: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job duties:
Depending on level and assignment, the Contract/Grants Reviewer may:
Contract Administration: Develops, prepares, and processes advertisements, contracts, amendments, supplements, task orders, extra work letters, compensation documents, and other contractual documents for consulting engineering and related professional services, ensuring compliance with applicable laws, regulations, and DOTD policies and procedures.
Procurement Management: Processes procurement requests and purchase orders; interprets project managers' requirements, coordinates funding updates, and releases funds to support project and program needs.
Guidance & Training: Provides guidance, technical assistance, and training to project and program managers and CCS staff on contracting, procurement, and related operational processes.
Additional Support: Performs other duties as assigned in support of CCS operations, including emergency and disaster response activities as needed.
Position-specific details: Compensation: The Contract/Grants Reviewer 1 qualifies for a Special Entrance Rate (SER) of $1,510.40 biweekly. Additional compensation may be considered in accordance with State Civil Service Rules and DOTD policy.
Appointment type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.
