Candidates located in or within commuting distance of the Dallas–Irving area are strongly preferred. This position requires frequent in-person coordination with city officials, local government agencies, regulatory organizations, industry representatives, and other stakeholders. Regular travel to Company oil and gas properties and operational locations within Texas is also required.
Job Overview:
We are seeking an experienced Regulatory, Governmental and Environmental Affairs Manager to oversee regulatory compliance, environmental matters, governmental coordination, and field compliance activities for the Company’s Texas oil and gas operations. This is a hands‑on operational position. The successful candidate will work closely with Operations, Engineering, Land, management, outside consultants, and legal counsel. The position will also participate in field inspections at wells, production facilities, gathering facilities, and other operational sites. The ideal candidate will have strong knowledge of Texas oil and gas regulations, Railroad Commission of Texas requirements, TCEQ compliance, regulatory filings, inspections, governmental relations, and corrective‑action management.
Key Responsibilities:
Regulatory Compliance Develop and maintain regulatory compliance programs for the Company’s Texas oil and gas operations. Monitor federal, state, and local requirements and communicate significant changes to management and affected departments. Coordinate regulatory permits, filings, renewals, reports, and required submissions. Maintain a centralized compliance calendar covering permits, filings, inspections, reporting obligations, deadlines, responsible parties, corrective actions, and closure status. Coordinate compliance matters involving the Railroad Commission of Texas and other regulatory agencies. Review filings and supporting documents for accuracy, completeness, and timely submission. Track regulatory deficiencies, notices, violations, and corrective actions through documented closure. Prepare compliance reports and risk updates for management. Field Compliance Activities Conduct and participate in field inspections at wells, production facilities, gathering facilities, and other operational locations. Develop and maintain a formal field regulatory inspection program. Identify and document regulatory or environmental issues found during inspections or operational reviews. Coordinate corrective actions with Operations, Engineering, Land, and other responsible personnel. Maintain inspection records, photographs, corrective‑action documents, and agency correspondence. Participate in regulatory agency inspections and site visits. Provide practical regulatory guidance to field and operational employees. Environmental Compliance Coordinate environmental compliance matters related to oil and gas operations. Monitor environmental permits, reporting requirements, inspections, and operational obligations. Coordinate environmental testing, assessments, reporting, and corrective actions with internal personnel and outside consultants. Support matters involving air emissions, spills and releases, waste management, water, remediation, and other environmental requirements. Coordinate with the Texas Commission on Environmental Quality and other agencies as needed. Maintain organized environmental compliance records. Identify environmental risks and assist operational teams with practical solutions. Governmental and Regulatory Affairs Build and maintain professional working relationships with city officials, local government agencies, state and federal regulators, industry associations, community stakeholders, and outside consultants. Serve as a Company contact for regulatory and governmental matters within the position’s assigned responsibilities. Monitor regulatory and legislative developments affecting the Company’s operations. Research proposed regulations and policies and provide management with practical analysis. Coordinate responses to government and agency inquiries, inspections, notices, and information requests. Participate in meetings with city departments, government agencies, regulatory organizations, industry associations, and other stakeholders. Represent the Company professionally at meetings, hearings, conferences, policy forums, and industry events when assigned. Internal Coordination and Reporting Work with Operations, Engineering, Land, Accounting, Legal, management, and outside consultants to address regulatory and environmental requirements. Coordinate cross‑functional responses to regulatory and environmental matters. Prepare reports, presentations, correspondence, and compliance updates. Maintain records of permits, filings, inspections, notices, corrective actions, and agency communications. Promptly report significant compliance risks, potential violations, missed deadlines, and unresolved issues. Support the development and improvement of Company compliance policies and procedures.
Qualifications:
Bachelor’s degree in Environmental Science, Engineering, Petroleum Engineering, Energy, Business, Public Administration, Political Science, or a related field preferred. At least five years of relevant experience in oil and gas regulatory compliance, environmental compliance, governmental affairs, or a related field. Strong knowledge of Texas oil and gas regulations. Experience working with the Railroad Commission of Texas strongly preferred. Experience with TCEQ and environmental compliance strongly preferred. Experience with oil and gas permits, filings, inspections, reporting, and compliance documentation. Working knowledge of upstream oil and gas operations, including wells and production facilities. Experience communicating with city, local, state, or federal government agencies. Ability to interpret regulations, policies, legislation, and agency requirements. Strong organizational, written, and verbal communication skills. Ability to manage multiple deadlines and compliance matters. Ability to work independently and coordinate across multiple departments. Willingness to travel regularly and participate directly in field inspections and agency meetings.

This is not solely an office-based government affairs position. The employee must be comfortable working in both office and field environments and participating directly in inspections, agency visits, regulatory reviews, and operational compliance activities. The position is expected to work primarily in the Dallas–Irving area because of the regular need to coordinate with city officials, local government agencies, and other area stakeholders.
Salary:
