Salary:

Schedule: Monday–Friday, generally 8:00 a.m.–5:00 p.m.
Travel: Statewide travel required, with occasional evening and weekend work

Executive Director About the Council The Adult Family Home Council’s mission is to improve the lives and well-being of vulnerable adults through the support of Adult Family Homes. We support providers across Washington State through education, advocacy, member support, regulatory assistance, and practical resources that help them operate successful homes and deliver high-quality care.
About the Role:
We are seeking a knowledgeable, organized, and service-oriented professional to lead our education and regulatory support programs. This senior leadership role combines staff supervision with substantial hands-on work. You will directly assist providers with complex compliance matters, research and interpret regulations, develop and deliver training, lead conference educational programming, and represent the Council in discussions with state agencies and other partners. As the Council’s senior subject-matter expert on Washington Adult Family Home requirements, you will help providers understand their responsibilities and put regulatory guidance into practice.
Key Responsibilities:
Provide direct regulatory consultation. Help providers navigate licensing, compliance, operations, Medicaid, and reimbursement issues. Assist with inspections, complaint investigations, citations, enforcement actions, and plans of correction. Support providers through complex cases. Provide technical assistance for Informal Dispute Resolution (IDR), administrative hearings, and appeals. Explain documentation needs, available options, and next steps, and identify when legal counsel or another professional resource is needed. Research and monitor regulatory changes. Interpret the Revised Code of Washington (RCW), Washington Administrative Code (WAC), agency policies, Medicaid guidance, provider letters, and other requirements. Assess their impact on providers and develop clear summaries, alerts, and FAQs. Maintain agency relationships. Work with DSHS, HCA, ALTSA, DOH, and other agencies. Participate in stakeholder meetings, rulemaking discussions, and workgroups; seek clarification on inconsistent guidance; and bring recurring provider concerns forward. Provide technical expertise to Council leadership, advocacy staff, and lobbyists. Develop education and practical resources. Create and update curricula, presentations, toolkits, compliance guides, inspection-readiness materials, checklists, and other resources. Translate complex requirements into useful guidance for in-person, webinar, and online learning. Deliver training and presentations. Lead statewide trainings, workshops, webinars, provider question-and-answer sessions, and selected chapter presentations. Moderate panels, present at conferences and external events, and train Council staff on regulatory developments. Lead conference education. Develop educational priorities, topics, learning objectives, and schedules for the Council’s Spring and Fall Conferences. Coordinate speakers, agency participation, continuing education requirements, and educational materials. Provide on-site leadership and use attendee feedback to improve programming. Oversee education quality and online learning. Lead the Council’s learning management system and online education strategy. Review resources for accuracy, relevance, and consistency; update or remove outdated materials; and use member questions, case trends, and evaluations to guide future education. Supervise Education & Member Support staff. Set priorities, service standards, and performance goals. Coach staff, review difficult cases, conduct evaluations, and support hiring, onboarding, and professional development. Provide backup member support when needed. Improve member services. Maintain direct contact with providers, identify recurring compliance concerns, and establish measures to evaluate education and regulatory support. Ensure members receive timely, accurate, professional, and consistent assistance.
Required Qualifications:
Bachelor’s degree in healthcare administration, public health, nursing, social work, education, public administration, business administration, regulatory affairs, or a related field. At least four years of progressively responsible experience in Adult Family Homes, long-term care, healthcare regulation, licensing, compliance, provider education, government, or a closely related field. Experience interpreting administrative rules, regulations, and government policies. Experience directly assisting providers or regulated organizations with compliance matters. Experience developing and delivering professional education. Demonstrated supervisory or leadership experience. Strong public-speaking, presentation, writing, and verbal communication skills. Strong regulatory research, analytical, project-management, organizational, and problem-solving skills. Sound professional judgment, attention to detail, and the ability to resolve conflicts and build productive relationships. Ability to work effectively with providers, state agencies, policymakers, staff, and other stakeholders. Proficiency with Microsoft Office, online meeting tools, training technology, and learning management systems.
Preferred Qualifications:
At least five years of direct Adult Family Home regulatory, licensing, compliance, operational, or provider-support experience. Advanced knowledge of RCW 70.128 and applicable Adult Family Home WAC requirements. Experience working directly with DSHS, HCA, ALTSA, or DOH.Experience supporting providers through IDRs, administrative hearings, inspections, or enforcement matters. Experience with Medicaid, long-term care reimbursement, or HCA programs. Experience developing adult-learning curricula and online education. Experience planning professional educational conferences. Experience with legislative or regulatory advocacy. Advanced degree or relevant professional credential.

Compensation and Benefits:
Annual salary is $120,000–$130,000, depending on experience and qualifications. Benefits include health, dental, vision, and life insurance; paid time off; and a 401(k) with employer matching.
