Senior Manager, Program DeliveryLocation: Remote Greater Seattle Area, Washington (must reside in or be willing to relocate to Washington) Ready to make a difference? We are seeking a dynamic Senior Manager within our Utility Programs and Services (UPS) Division to serve as a Portfolio Lead, Senior Program Manager, and Launch Manager-driving and expanding ICF's utility business throughout Washington and the Pacific Northwest. This role is designed to be highly flexible and adaptable, enabling you to support a variety of projects and program models based on business needs. The Senior Manager will initially be assigned to a portfolio in Washington, offering a unique opportunity to shape, build, and scale a portfolio within a fast-growing business. This position requires deep knowledge of energy efficiency, electrification technologies for commercial and residential building systems, and demand side management. The successful candidate will be called upon to partner with utilities to lead new program approaches that demand seasoned, senior-level experience, oversee the launch of new initiatives where team structures are still evolving, and provide critical management support for complex programs or launches requiring additional leadership. You will build and lead local teams that secure and deliver program contracts for utility clients. As the overall owner of the work, you will set direction, manage program financials and performance, ensure delivery against goals, and maintain strong client relationships and satisfaction. You will work across a matrixed organization to align outreach, marketing, IT, engineering, and national program experts, bringing together the capabilities needed to launch, operate, and grow successful programs. What you will be doing: Provide overall program and performance management, leading the team responsible for delivering contracted energy efficiency and electrification work. Build and maintain relationships with clients and industry partners, supporting businesses in achieving energy performance improvements with existing and emerging technologies. Lead and adapt portfolio and program design, including identification, analysis, and selection of energy upgrade measures, with strategies tailored to the requirements of each project or launch. Manage financial metrics and performance for your assigned program and client portfolio. Ensure effective project and budget management, with comprehensive tracking and status updates for leadership. Oversee program evaluation, including analysis, data collection, and reporting. Provide resource management, quality control, and budget accountability to maximize efficiency, client satisfaction, and program outcomes. Collaborate with cross-functional teams, driving innovation and operational efficiencies across diverse and evolving projects. Manage and mentor direct, indirect, and external team members-including during new launches where teams are still being built out-and coordinate remote work as needed. Manage program forecasts, budgets, and KPIs, providing regulatory support when required. Mentor, lead, and collaborate with internal leadership and interim program team members, especially during complex program launches requiring additional management support or senior oversight. Support the development of new technical tools, products, and offerings. Establish and grow new relationships with trade allies and professional organizations to ensure program awareness and adoption. Maintain ongoing communication with program participants and stakeholders to assess needs and gather feedback. Develop and deliver targeted presentations to promote program awareness and participation at industry events, trade shows, and stakeholder meetings. Prepare status reports documenting performance, activities, and pipeline management for senior leadership. Analyze QA/QC project data and oversee reporting to clients. Adapt quickly to changing business needs, being reassigned to different portfolios and projects across the Pacific Northwest as priorities shift.
Travel Requirements: This position would require the selected candidate to be in the local ICF office or at local client sites 2 - 3 days a week. Frequency will vary based on project phase and may increase during new program launches.
