Location: Waterbury, Connecticut / Northwest Connecticut Region
Salary Range:
$150,000–$228,000 annually, subject to applicable executive compensation limits. The Northwest Regional Workforce Investment Board is seeking an experienced, mission-driven President & Chief Executive Officer to provide strategic leadership, operational oversight, and regional workforce development direction. This executive role will work closely with the Board Chair, Board members, Chief Elected Officials, employers, community partners, organized labor, education and training providers, and federal, state, and local workforce agencies to advance workforce priorities across the northwest region.
Key Responsibilities:
• Provide executive-level leadership and management for Board operations, programs, staff, fiscal responsibilities, compliance, and strategic initiatives.• Develop and implement strategic and operational plans in partnership with the Board and Chief Elected Officials.• Build and maintain strong relationships with employers, economic development partners, organized labor, community stakeholders, public officials, and workforce system partners.• Oversee workforce development programs, local and regional planning, labor market analysis, procurement processes, and service-provider performance.• Prepare Board agendas, briefings, reports, grant proposals, and communications that keep Board members and stakeholders informed.• Promote accountability, innovation, sustainability, and compliance with applicable federal, state, and local requirements.
Required Education and Experience:
Bachelor’s degree from an accredited college or university recognized by the United States Department of Education and at least five years of managerial experience in workforce development, nonprofit management, business, financial operations, or a related field. An equivalent combination of education and experience may be considered.
Ideal Candidate Profile:
• Extensive knowledge of workforce development, WIOA/JFES and other significant workforce development programs, regulatory compliance, budgeting, strategic planning, board development, performance measures, and personnel management.• Strong consensus-building, negotiation, communication, analytical, problem-solving, and decision-making skills.• Demonstrated ability to lead and develop a diverse professional staff.• Exceptional relationship-building skills with the ability to work effectively with people of diverse educational, cultural, governmental, and professional backgrounds.• Ability to travel regionally and nationally as needed. Compensation and Employment Status This is an exempt executive-level position with an annual salary range of $150,000 to $228,000, subject to applicable executive-level compensation cap requirements. Benefits include health, life and Simple IRA (3% match).
