Position Summary:
The Public Transit Operations Supervisor oversees daily front-line transit operations, including fixed-route bus, or paratransit services. This role ensures safe, reliable, and compliant transit service by monitoring real-time operations, supporting transit operators, responding to field incidents, and enforcing agency standards and federal regulations. Essential Functions/Typical Working/Mental Demands/Working Conditions(Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. The list of tasks is illustrative only and is not a comprehensive listing of all functions and tasks performed by positions in this class.)Field & Dispatch Supervision: Monitor routes, schedules, and service adherence in real time; adjust schedules and re-route vehicles to minimize service disruptions using Computer-Aided Dispatch (CAD) and Automatic Vehicle Location (AVL) systems. Incident & Emergency Management: Serve as the primary on-scene responder for accidents, vehicle breakdowns, passenger disruptions, and emergencies. Conduct initial investigations, secure scenes, gather evidence, and coordinate with emergency services. Operator Support & Evaluation: Monitor driver performance, conduct ride-a-longs, evaluate customer service delivery, and provide real-time coaching and constructive feedback. Assist with operator check-ins and dispatch assignments. Compliance & Safety: Enforce agency policies, local/state traffic laws, Federal Transit Administration (FTA) regulations, and Department of Transportation (DOT) safety standards. Administer post-accident and reasonable-suspicion drug/alcohol testing as required. Customer & Community Relations: Resolve operator and passenger conflicts on-site, assist passengers with special needs (including ADA compliance), and handle customer complaints professionally. Reporting & Administration: Prepare concise, accurate incident reports, operator performance evaluations, field logs, and safety audits within required deadlines. Assigns vehicles and drivers on daily bus and paratransit routes to balance vehicle use and ensure balanced operations. Schedule and assign extra trips as required. Coordinate vehicle servicing and repair with fleet to maintain scheduled operations. Assist bus drivers in the event of mechanical problems, route delays, and passenger-related challenges. Document customer questions and complaints Coordinate solution(s) and communicate with management, team members, and customers. Escalate complaints to Operations Superintendent when necessary. Collects and tracks data. This includes, but is not limited to route deviations, detours, on-time performance, missed trips, accidents, incidents, vehicle miles, deadhead miles, fuel usage, exhaust regeneration fluid, and passenger counts. Working Conditions:
Constant exposure to stress as a result of human behavior and meeting the demands of an operating transit system with deadlines and schedules. May work indoors, sitting, with the ability to move at will, and to work in the field monitoring and reviewing transit activities. A computer keyboard is used for entering and retrieving data and preparing documents. May work outdoors in a variety of weather conditions, including cold, extreme heat, and rain when responding to accident scenes, operating buses, or when supervising or assisting transit drivers.
Note:
Assignments include early morning, late evening, weekend and holiday work shifts and some overtime.
Qualifications
Education:
High School Diploma or equivalent. Associate or bachelor's degree in business, Public Administration, Logistics, or Transportation Management preferred. Directly related experience may substitute for education.
Experience:
Minimum 2 years of progressive experience in public transit operations or comparable leadership experience in similar field. Other leadership experience and/or training in supervision is desired. Licenses and or Certification: Possess a valid Class A or B Commercial Driver's License. A valid Utah Class A or B Commercial Driver's License with passenger and air brake endorsement must be obtained within 30 days of hire and be maintained throughout employment. No DUI or DWI convictions within prior twenty-four (24) months and no moving violations within twelve (12) months. Possess a current DOT Medical Card Knowledge, Skills, and Abilities Knowledge of: Basic supervisory principles and practices Familiar with local/state traffic laws, Federal Transit Administration (FTA) regulations, and Department of Transportation (DOT) safety standards. Familiarity with Microsoft Office Suit. Cad/AVL, Google Apps and other software applications. Techniques for dealing with a variety of individuals for various socio-economic, ethnic, and cultural backgrounds Strong conflict resolution, crisis management, decision-making, and verbal/written communication skills. Proficiency with dispatch software, CAD/AVL tools, and mobile radios. Effective leadership, supervisory and motivational techniques Principles and practices of public relations and/or customer service

Benefits for full-time employees: Health Care The City of St. George covers 100% of the premiums for the High Deductible health plan for full-time employees and their qualified dependents. The City also offers two Traditional medical plans. Employees have the option to upgrade to one of the City's Traditional medical plans with a lower deductible by paying a premium for the selected plan. The City also offers voluntary benefits including dental insurance, vision insurance, flexible spending and health savings accounts, and retirement savings plans at the employee's cost and discretion. Health care coverage begins the first day of employment. Retirement The City fully funds an employee pension plan through Utah Retirement Systems for each active full-time employee. Paid Time Off Paid time off (PTO) hours are accrued according to the number of hours paid. Based on a full 40-hour work week, paid time off is accrued as follows: 2 weeks for years 0 through 3.99, 3 weeks for years 4 through 11.99, and 4 weeks for 12+ years. Holidays The City has 13 paid holidays each year. If unused, holiday time can be used as Paid Time Off. Sick Leave The City provides 12 days of sick leave each year. You can accrue sick leave without limit. Life Insurance All active full-time employees enrolled in the employer sponsored medical plan are provided with $50,000 worth of life insurance. Spouses and dependents are provided with $5000 and $2500 respectively. Full-time employees are also provided with an AD&D policy for $50,000.Long Term Disability All active full-time employees enrolled in the employer sponsored medical plan are provided with LTD insurance benefits. Educational Assistance Program The City offers a reimbursement of 75% of the tuition and required student fees, up to $2,000 per fiscal year, for pre-approved courses for full-time employees when the employee meets the eligibility requirements. This reimbursement is not a guarantee, it is subject to the approval of the Department Head. Reimbursement will be reduced by any other financial aid that does not have to be repaid, such as the GI Bill, scholarships and grants. Employee Assistance Program The City offers an Employee Assistance Program to give full-time employees an additional level of support for personal, financial, and family issues. The Employee Assistance Program is 100% Confidential, offers a 24/7 Crisis Support Line, and there are no limits for sessions with a licensed counselor. Recreation Benefit Free or discounted access to all 4 City Golf Courses, swimming pools and Recreation Center is available to all full-time employees.
Note:
Golf course privileges are based on availability. Employees can book a tee-time within 24 hours or the same day, but may be turned away if there are no available tee-times. If you happen to be golfing with at least 2 paying customers; tee times can be set with more advance notice, but are still based on availability. Red Hills Golf Course will not be available to schedule tee times in advance --- walk on play based on availability only.
