As our facility and team grow, we are seeking an Environmental Health and Safety (EHS) Manager to establish practical programs that protect our employees, support responsible operations, and integrate safety into how work is planned and performed.
Position summary:
The EHS Manager leads environmental, health, and safety programs across semiconductor fabrication, cleanroom, engineering, and facilities operations. This hands-on role combines program ownership, manufacturing-floor presence, and employee training with collaboration across Operations, Engineering, Facilities, HR, and leadership.
The manager reduces risk, maintains regulatory compliance, and prepares EHS systems for new equipment, processes, and workforce growth. The role encourages hazard and near-miss reporting, supports employees who raise concerns, and ensures unsafe conditions are addressed before work proceeds.
Program leadership and regulatory complianceOwn the site EHS roadmap, written programs, compliance calendar, and document controls; prioritize improvements based on risk and operational needs.
Manage compliance with applicable Washington L&I/DOSH requirements under WISHA, relevant OSHA standards, environmental requirements, and local fire and life safety requirements. Address construction requirements when applicable to facility projects.
Coordinate regulatory inspections, audits, required records and reports, and corrective actions. Serve as the site EHS contact for agencies, consultants, and service providers.
Advise leadership on material risks, resource needs, and compliance deadlines. Track training completion, inspection findings, corrective-action closure, and incident trends.
Environmental compliance and hazardous materialsServe as YST’s primary liaison with applicable local government and regulatory agencies for air and water permit applications, coordinating required documentation, submissions, and follow-up to support timely approval and ongoing compliance.
Maintain chemical inventories and safety data sheets; establish controls for chemical approval, labeling, compatible storage, handling, and spill prevention.
Manage applicable dangerous and hazardous waste requirements, including waste determinations, accumulation areas, inspections, manifests, and qualified disposal vendors.
Coordinate applicable air, wastewater, stormwater, hazardous materials, and community right-to-know permits and reporting with Facilities and qualified specialists.
Equipment and process safetyLead facility inspections, job hazard analyses (JHAs), and equipment and process risk assessments with Engineering, Operations, and Facilities. Apply the hierarchy of controls and verify corrective-action effectiveness.
Integrate EHS reviews into equipment selection, installation, commissioning, maintenance, and process or chemical changes; verify required controls before startup.
Apply relevant semiconductor equipment safety guidance, including SEMI S2 and S10, and coordinate fire protection reviews under applicable codes, including NFPA 318 where relevant.
Assess chemical, compressed and specialty gas, vacuum, electrical, laser, and radiation hazards where present; coordinate specialist evaluations as needed.
Implement applicable programs for lockout/tagout, machine guarding, electrical safety, PPE, respiratory protection, ergonomics, and contractor safety, including hot work, confined spaces, and work at height.
Partner with project owners to review contractor qualifications, communicate site requirements, and verify safe practices during construction, maintenance, and equipment installation.
Industrial hygiene and emergency preparednessAssess potential employee exposures to chemicals, noise, and other workplace hazards; arrange industrial hygiene monitoring and evaluate ventilation and other exposure controls.
Coordinate required medical surveillance, respirator fit testing, and related records with qualified providers and HR while protecting confidential medical information.
Maintain emergency action and spill response plans, evacuation procedures, and drill schedules. Coordinate readiness with Facilities, designated responders, and outside emergency services.
Define emergency response roles and training appropriate to site hazards. Ensure response activities remain within personnel training and equipment capabilities.
Incident prevention and employee engagementInvestigate injuries, illnesses, near misses, and environmental releases; identify root causes, implement corrective actions, and verify effectiveness.
Lead safety-related injury and illness intake, coordinate appropriate medical attention, and document incident details, employee and witness statements, and supporting evidence while protecting confidentiality.
Complete initial incident documentation and promptly provide records to HR for workers’ compensation claim submission and administration. Supply investigation findings and additional safety documentation as needed.
Maintain required injury and illness logs and ensure timely regulatory notifications. Partner with HR and supervisors on safe modified duties and return-to-work controls consistent with documented restrictions.
Deliver new-hire, role-specific, and refresher safety training; maintain records and assess employee understanding.
Lead the Safety Committee, including meetings, inspections, employee participation, and corrective-action tracking. Communicate outcomes and reinforce supervisor accountability.
Exercise stop-work authority, promptly elevate significant risks, and verify controls before work resumes.
Required qualifications:
Bachelor’s degree in environmental health and safety, occupational safety, industrial hygiene, engineering, environmental science, or a related field; an equivalent combination of relevant education and substantial experience may be considered.
Five plus years of progressively responsible EHS experience in manufacturing or another technically complex environment, including ownership of site programs or major EHS initiatives.
Experience assessing chemical and equipment hazards, conducting incident investigations, and implementing corrective actions that improve day-to-day operations.
Working knowledge of occupational safety and environmental compliance requirements, with the ability to apply Washington-specific requirements to site operations.
Ability to develop clear procedures, deliver effective employee training, maintain accurate records, and communicate technical risks to employees and leaders.
Sound judgment, strong follow-through, and the ability to manage competing priorities and influence decisions across departments.
Preferred qualifications:
Experience in semiconductor fabrication, photonics, cleanroom operations, or chemical manufacturing; experience supporting facility expansion or equipment commissioning.
Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) credential.
Practical knowledge of SEMI S2, SEMI S10, NFPA 318, industrial hygiene practices, and hazardous materials or specialty gas systems.
Experience with Washington dangerous waste requirements, environmental permitting, and ISO 14001 or ISO 45001 management systems.
Completion of OSHA 30-Hour General Industry or OSHA 511 training, or equivalent advanced safety training. HAZWOPER training appropriate to assigned duties is beneficial.
Pay and benefits:
Full-time, salaried exempt position based 100% onsite in Vancouver, Washington. The anticipated starting salary for this position is $115,000–$135,000 annually. The full base salary range for the position is$115,000–$145,000 annually. Starting pay is determined by relevant experience, education, qualifications, and semiconductor industry expertise.
Medical, dental, and vision insurance: YST pays 100% of employee-only premiums and 25% of eligible dependent premiums.
Employer-paid life insurance; long-term disability insurance; 401(k) retirement plan with an employer match of up to 4% of eligible compensation.
Paid time off:
Accrual starts at 12 days annually, increasing to 15 days annually after one year of service. YST also provides six paid holidays, two floating holidays, and paid sick time accruing at one hour for every 40 hours worked, separate from PTO.
