The Senior Proposal Specialist leads the development of client-focused proposals, qualifications packages, and other pursuit deliverables supporting new business. This role independently manages proposals from solicitation release through final submission, partnering with business development, operations, engineering, estimating, and subject matter experts to develop compliant, compelling, and strategically aligned responses. The ideal candidate requires minimal day-to-day oversight and can interpret RFx and procurement documents, develop compliance matrices and proposal management plans, coordinate multidisciplinary teams, and draft and refine evaluator-focused content. The role also contributes to pursuit strategy by identifying differentiators, incorporating client-focused messaging, and translating technical and operational concepts into clear, persuasive proposal content.
Responsibilities: Analyze EOIs, RFQs, RFPs, SOQs, and other procurement documents to identify requirements, deliverables, and evaluation criteria. Develop and maintain proposal schedules, compliance matrices, and management plans. Lead proposal kickoffs, working sessions, content discussions, and review meetings. Interview technical and operational SMEs to gather information and develop project-specific content. Draft, edit, and refine proposal content for clarity, compliance, responsiveness, and effectiveness. Collaborate with pursuit leadership to incorporate key messages, differentiators, and client-focused themes. Partner with graphic designers to develop visuals that support technical concepts and evaluator understanding. Manage review cycles, incorporate feedback, and coordinate recovery efforts between milestones. Support final production, quality control, and submission of complete, compliant proposal packages. Maintain and improve proposal resources, boilerplate content, and knowledge assets. Support other marketing, communications, formatting, copy editing, and production needs as required.
Qualifications: 5+ years of proposal management experience in A/E/C, EPC, or a related industry. Bachelor’s degree in Marketing, Communications, Journalism, English, Construction Management, or a related field. Advanced proficiency in Microsoft Office and Adobe Acrobat; experience with Adobe Creative Suite (InDesign, Illustrator, Photoshop) preferred. Strong construction and engineering-focused technical writing skills. Ability to interview and collaborate effectively with executives, engineers, construction managers, legal, designers, and other SMEs. Exceptional attention to detail, organization, communication, and active listening skills.
