Overview of NoCo Kids Thrive: Northern Colorado Kids Thrive is an independent nonprofit organization and steward of significant public investment dedicated to ensuring every young child in our community has quality early childhood experiences so they thrive from day one. As the administrator of significant public and private investment in early care and education, NoCo Kids Thrive supports families, child care providers, educators, and community partners through programs that expand access, strengthen the early childhood workforce, improve quality, and build a more coordinated early childhood system. Through voter-approved early care and education tax funding and additional public and private investments, NoCo Kids Thrive oversees more than $20 million annually in public revenue, in addition to workforce supports, family tuition subsidies, and philanthropic funding. As administrator of these funds, the organization is entrusted with fiscal integrity, transparency, and long-term sustainability in service to children, families, educators, providers, and taxpayers.
Position Summary: The Director of Early Childhood Access leads NoCo Kids Thrive's strategy to expand equitable access to early care and education across Larimer County. This role is responsible for ensuring that local tuition subsidy investments, CCCAP alignment, Head Start coordination, provider participation, family support, and Navigation function as part of a coherent early childhood access system. Reporting to the Chief Program Officer, the Director provides strategic leadership and public investment oversight for up to $11 million annually in local tuition subsidy funding. The Director is accountable for access strategy, policy development, funding alignment, partnership development, risk management, staff supervision, and overall performance of the Early Childhood Access portfolio. This role supervises the Early Childhood Access Manager and the Navigation function, including Family & Provider Navigators. The Early Childhood Access Manager leads day-to-day implementation of application flow, provider and family experience, vendor coordination, documentation, and payment authorization preparation. Navigators serve as relationship-based front doors for families and providers, helping people understand available supports, connect with the right team, and identify barriers in the system. The Director works closely with Finance, Evaluation/Impact, Communications, Operations, Workforce Stability, Specialist Consultation, public partners, providers, and community organizations to ensure access systems are equitable, understandable, fiscally responsible, and built for long-term sustainability. This role is a strong fit for a systems-minded early childhood leader who can move between strategy and implementation, build strong partnerships, supervise staff, manage ambiguity, and lead a highly visible public funding strategy with integrity and care.
